Cost Containment Engineering, Inc. (CCE) can assist San Antonio area developers and business owners in designing and building new commercial facilities at a significantly lower cost. We will also assure that your facility is designed to be energy efficient, reducing longterm operating costs. CCE will act as the Project Manager for a fee of ~ 10% of construction costs vs. a General Contractor who's fees are normally in the range of 20%, saving 10% or more on the total project cost.
In this arrangement, CCE fulfills essentially all of the functions of the general contractor, however the various subcontractors involved in the project will actually contract directly with and be paid by the building owner rather than CCE.

CCE's RESPONSIBILITIES AND EFFORTS
A.Responsible for overall planning, coordination, and implementation of a $500,000+ grass-roots construction project - a combined retail and service building for an expanding tractor business. B.Identified, negotiated with, and selected consultants for site planning, submissions to state, county and city authorities (land is in San Antonio’s Extra-Territorial Jurisdiction), and for geotechnical analysis and testing. Completed all government requirements for site and plat approval successfully. C.Developed and assembled the complete building permit submission and obtained approval from Bexar County authorities, scheduled and coordinated their interim and final inspections, and completed all requirements for building registration as needed under the Texas Department of Licensing and Registration’s “Architectural Barriers” regulations (ADA requirements). D.Identified, negotiated with, and selected contractors (based on qualifications and pricing) for rough and finish site grading, foundation design and concrete work, building design and erection, electrical supply and lighting, plumbing, septic and recycle wash systems, air conditioning and heating, and interior framing/finish-out. Supplied design input/specifications to ensure state-of-the-art energy and water conservation features that resulted in a 25% decrease in future utility operating costs of the facility. The recycle washwater treatment system was designed by CCE staff. E.Scheduled and managed the efforts of all of these contractors from beginning through completion of final plans, stepwise and parallel implementation of same, and evaluated and approved partial and final payments. F.In the course of the design phase of Item D, reduced project costs by approximately $60,000 via cooperative design modifications acceptable to the owners, design professionals, and the contractors involved. G.Maintained a twice-daily or more frequent site visit schedule to answer any questions on the part of the contractors, insure that all specifications for each trade’s work were being met, and correct any errors that occurred.
H.Maintained frequent formal and informal contact with the owners, supplied and updated project schedules as well as project cost estimates with upper and lower boundaries, and made sure that all changes desired by the owners were properly communicated and implemented via change orders.
I. Earned 2003 CPS (City Public Service) "Energy Innovator Award" for the energy efficient design of the building. Recognized by the American Water Works Association with a "Water Conservation & Reuse Award" for the water efficient design which utilizes the treated sanitary wastewater for landscape irrigation and incorporates a "zero discharge" design for treating and recycling water from the tractor wash bay.
J.Building and site completion occurred within approximately one month of original target date, and on budget.
